L’ira di Bersani contro l’Ordine dei medici

ROMA. L’Ordine dei medici dell’Emilia Romagna scrive agli enti locali e chiede di non concedere il nulla osta alla costruzione di nuovi termovalorizzatori-inceneritori. Una lettera e una richiesta che finiscono nel mirino del ministro dello Sviluppo economico, Pier Luigi Bersani, che, per tutta risposta, segnala il caso ai ministri della Salute, Livia Turco, e della Giustizia, Clemente Mastella.
Bersani parla di «un grave episodio» e chiede «l’eventuale adozione di tutte le misure ritenute necessarie, non solo disciplinari, nei confronti dei responsabili». Bersani ricostruisce così la vicenda: «La Federazione regionale Emilia Romagna degli Ordini dei Medici chirurghi e degli Odontoiatri in data 10 settembre 2007 scrive ai presidenti di Provincia, ai sindaci e assessori alla Sanità e all’Ambiente dei principali centri dell’Emilia Romagna, con nota, su carta intestata, a firma del presidente Giancarlo Pizza. E aggiunge: «Nella suddetta nota si richiede di non procedere alla concessione di nulla osta alla costruzione di nuovi termovalorizzatori-inceneritori». Poi l’affondo di Bersani: «La nota, che non riporta nessuna motivazione sostanziale, non appare suffragata da alcun fondamento tecnico-scientifico riconosciuto, atteso che la realizzazione degli impianti in esame e il loro funzionamento sono disciplinati dalle norme comunitarie e nazionali di tutela della salute e dell’ambiente».
Nella lettera Bersani sottolinea anche che la richiesta «prescindendo dal merito, esorbita totalmente, comunque, dall’ambito delle attribuzioni degli ordini professionali di cui la suddetta Federazione regionale è espressione ed appare ultronea anche rispetto alle iniziative di prevenzione menzionate nell’articolo 5 del codice deontologico della Federazione nazionale dei medesimi ordini». Un’ ulteriore accusa rivolta all’ordine dei medici riguarda il fatto che la stessa richiesta appare «suscettibile di procurare un grave allarme nella popolazione interessata di ostacolare gravemente il legittimo esercizio delle competenze amministrative di una vasta pluralità di enti pubblici locali». Appare, infatti, evidente, secondo Bersani, «la netta differenza» fra la legittima libera manifestazione del pensiero di uno o più professionisti, anche riuniti e la richiesta in esame, «proveniente da una Federazione di enti pubblici (gli Ordini) vestiti dell’autorevolezza derivante dalla vigilanza nell’esercizio della professione sanitaria, e suscettibile di paralizzare l’attività di altri Enti pubblici rappresentativi, questi ultimi, delle Comunità locali secondo il principio democratico sancito dalla Costituzione». Peraltro, secondo Bersani, «la gravità dell’iniziativa è accentuata dalla risonanza data dalla stampa locale». Ecco perchè il ministro si rivolge ai colleghi per sottoporre alla loro valutazione l’apprezzamento se l’iniziativa in esame possa costituire un inammissibile sviamento dalle finalità istituzionali e, comunque, dagli ambiti di attività consentiti dalla legge per l’eventuale adozione di tutte le misure ritenute necessarie, anche non solo disciplinari, nei confronti dei responsabili».
